The Mission of the ministry of finance &Economic planning is to:
" ensure development of transparent planning and accountability system within the Government of southern sudan,so that service delivery meets the citizens needs,and
* manage economic growth in order to reduce poverty and stimulate reconstruction
Objectives
Specific objectives of the Ministry of Finance and Economic Planning central to this mission include:
* development Macroeconomic,tax and Fiscal polices
* setting the Goverment' growth and investment strategies
* managing donor aid and external loans,
* developing overall Goss prioritization of the objectives developed by spending ministries and agencies at the sectoral level,
* managing the preparation of the goss budget,
* ensuring that sectoral plans are translated into budget allocations , taking into account both the Government's overall prioritization, of objectives and it's resource consistent
* ensuring that government spending is in line with budget allocations,and consistent with government,s cash flow
* Setting standards for Government Procurements and ensuring that the Government does not enter into contractual commitments which it cannot afford
* Managing the Government's Payment system efficiently
* Producing Government accounts on a timely basis ,and
* Managing GOSS Revenue Collection.
The Petroleum unit is the Department that has been created in the ministry of finance & Economic Planning ,Goss, to handle the activities that guarantee the flow of the oil money due to the southern sudan as specified in the Wealth sharing Protocol of the CPA.
